During a conversation in early 2004, Lori Evans planted the idea of a step by step guide to help the many new regional health information networks that were beginning to form around the country. Like the Santa Barbara County Care Data Exchange (SBCCDE), many of these networks were starting as community wide collaborations and would need to consider a more formal organizational structure as they matured. I envisioned a guide that could help these organizations progress through the process in a much more efficient manner to make better use of their resources.
As I completed the process of moving the SBCCDE from the loose collaborative network to a tax exempt California corporation, I began to explore available resources and test the idea of a guide. With the encouragement of many of those involved with RHIOs, I began to create a document that provides templates for the tasks associated with the filing tax exemption applications and incorporation documents. The guide also addresses planning for strong governance, leadership and lessons learned.
Collaboratives that choose to use the guide will navigate through the process of incorporation and filing tax exemption applications more efficiently and effectively. If you are interested in receiving the release announcement in January 2006, please email me at [email protected].
