Great list, very thorough. Another thing that has helped in large buildings is to consult with someone with the engineering expertise to ensure that cooling and heating equipment is calibrated properly. This can often bring a substantial savings within a couple of years.

Also, it can help to check regularly for leaks in the heating/cooling system, and checking to verify that thermostats and timers are accurate. At the college I work at, leaks in the heating/cooling system were recently found to be extensive and although the repair work is not cheap it still more than pays for itself.
